If you need non-emergency services of a District of Columbia agency, the first thing to do is call or report the issue via 311.
How to report an issue via 311 – Reporting an issue is as easy as calling 311 on your phone. You can also submit an issue via text, online or there is an easy to use app for iPhone and Android:

To report an issue via text, just send a text message to 32311 (DC311) and you will be asked a series of questions to define the issue.
